Ekspert: Kina vil ikke trækkes ind i rigsfællesskabs-debat

Kina er meget opmærksom på ikke at blive trukket ind i debatten mellem Danmark og Grønland om rigsfællesskabets fremtid og eventuel grønlandsk løsrivelse, som Kina betragter som et internt anliggende for “Kongeriget Danmark”. Kina vil desuden helt generelt gerne øge sin tilstedeværelse og indflydelse i Arktis stille og roligt – og for alt i verden undgå at skabe en “frygt for Kina”.

Det konkluderer adjunkt Camilla T.N. Sørensen fra Institut for strategi på Forsvarsakademiet i den nye bog “Greenland and the International Politics of a Changing Arctic”, som netop er udkommet. I bogen har en række forskere belyst Grønlands rolle i international politik ud fra forskellige indgangsvinkler og temaer. Camilla T.N. Sørensens bidrag hedder “Chinese investments in Greenland: promises and risks as seen from Nuuk, Copenhagen and Beijing”, og baserer sig blandt andet på samtaler med embedsmænd, politikere, eksperter og mange andre i Kina, Danmark og på Grønland.

Hun peger på, at Kina i de senere år har fået stigende fokus på Arktis og på at gøre sin indflydelse gældende:

China has during the recent decade increased its focus on and its engagement in the Arctic. Key in China’s Arctic-policy is to establish strong and comprehensive bilateral relationships with all the Arctic states and stakeholders, including Greenland, and gradually increase China’s presence and influence in Arctic multilateral institutions. It is done in a careful way in order to avoid any action that would generate a fear of an assertive Chinese role – the “China threat fear” – anywhere in the world including in the Arctic region. Furthermore, it is important for Beijing not to jeopardise its strong political relationship with Copenhagen – the comprehensive strategic partnership – in place since 2008,” skriver Camilla T.N. Sørensen.

Så mens man tilnærmer sig Grønland direkte, så skal kineserne også sikre sig, at det ikke går ud over det dansk-kinesiske forhold udenfor Arktis. Og kineserne kan til tider have svært ved at forstå hvad der sker internt kongerigets medlemmer imellem. De vil for alt i verden undgå at Kina igen bliver omdrejningspunkt for en ophedet debat mellem Grønland og Danmark – som det var tilfældet for 4-5 år siden.

“Chinese public officials and diplomats find it difficult to understand and manoeuvre in relation to the changing legal framework within the Kingdom of Denmark and are attentive not to get dragged into what is regarded as the internal affairs of Denmark. This was, seen from Beijing, precisely what happened in 2012–13, when China’s role and interests in Greenland became the focus of a heated political controversy in Denmark on whether Nuuk or Copenhagen has the authority when it comes to the resource and energy sector in Greenland and Greenland’s immigration policy,” skriver Camilla T.N. Sørensen.

Hun peger desuden på, at der er en “amerikansk komponent” til trekantsforholdet mellem Beijing, København og Nuuk. En komponent, der ikke just gør tingene mindre komplicerede.

“There is a lot of complex diplomacy involved in the triangular relations between Nuuk, Copenhagen and Beijing and add to that the US component. The US is Denmark’s closest strategic ally with long-standing security interests and presence in Greenland, e.g. the in Thule Air Base (Pituffik) in northwestern Greenland. How China – increasingly assessed in the US as its biggest great power rival – increases its presence and influence on Greenland is undoubtedly followed closely in Washington and is also likely an issue on the agenda in meetings and exchanges between the relevant Danish and American security and intelligence service agencies.”
